In response to the proposal made by President Xi Jinping at The Third Belt and Road Forum for International Cooperation (BRF) and the 10th anniversary of the Belt and Road Initiative, the first Belt and Road Science and Technology Exchange Conference, co-sponsored by the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology, the Chongqing Municipal People's Government and the Sichuan Provincial People's Government and supported by the National Development and Reform Commission, took place in Chongqing on November 6, 2023. More than 800 representatives from over 80 countries and international organizations attended the conference, including nearly 40 Nobel Prize laureates, academicians, scholars, as well as presidents and chancellors of well-known universities. As one of the key activities of the Conference, the President's Roundtable Forum: Paradigm Shift in Research and Development in the Information Era was held, serving as an important platform for facilitating the exchanges and cooperation among universities and research institutions around the world.
As a key outcome of the Presidents' Roundtable Forum: Paradigm Shift in Research and Development in the Information Era, and a specific measure to implement President Xi Jinping's vision of advancing the joint construction of the Belt and Road into a new stage of high-quality development, the University Network for Research Collaboration: a Belt and Road Science and Technology Initiative (iUNRC) led by the Ministry of Education and the Ministry of Science and Technology of the People's Republic of China with support from the Chongqing Municipal People's Government, was officially inaugurated in Chongqing on November 7, 2023. The founding members of the iUNRC include 12 universities from 9 countries and 3 continents.
With the goal of quality research and education and the principle of "co-consultation,co-construction and sharing", the iUNRC aims to facilitate the sharing of information, knowledge and resources among universities in the Belt & Road Countries, strengthen the connectivity for research collaboration, leveraging the role of science, technology and innovation, and contributing to the "Belt and Road" initiative at a new stage of high-quality development
History
We, the university presidents and representatives from Belarus, Brunei, China, Ethiopia, Malaysia, Mongolia, Montenegro, Morocco, South Africa, along with scholars, experts, and science and technology workers from around the globe, have gathered in Chongqing, China, on November 7,2023, for the first Belt and Road Conference on Science and Technology Exchange.
We look into the prospects of university science and technology cooperation, aiming at the United Nations Sustainable Development Goals for 2030, focusing on the "Paradigm Shift in Research and Development in the Digital Era", to address the needs of science and technology development and education in various countries.
We recall the inception of a new era of blending human civilizations by our ancestors through opening up the Silk Road that connects Asia, Europe, and Africa, and the Maritime Silk Road that connects the East and the West thousands of years ago.
We decide to jointly initiate the establishment of the "University Network for Research Collaboration: A Belt and Road Science and Technology initiative" (iUNRC) to promote global science and technology exchange and cooperation, and to advance the progress of human civilization.
We are committed to building iUNRC to promote the sharing of information, knowledge, and resources among universities, and to strengthen the interconnection of scientific research cooperation.
We are willing to promote the development and innovation of science and technology through interdisciplinary and cross-sector exchanges and cooperation.
We are committed to building an open, inclusive, and cooperative platform, gathering global wisdom, promoting scientific and technological exchanges, sharing scientific and technological achievements, and jointly addressing global challenges.
Looking to the future, we firmly believe that iUNRC will play an important role in the advancement of global science and technology in the digital era.
We pledge to work together to promote the continuous development of iUNRC and make greater contributions to the progress of human civilization.

Organization
The Council is the highest decision-making body of the iUNRC and consists of 19 members. The Council is chaired by Chongqing University and co-chaired by University of Debrecen from 2026-2027.
The Secretariat is located in Chongqing University, China. It is in charge of the daily operation of the iUNRC and the implementation of the resolutions of the Council.

Membership
New members will be admitted into the iUNRC either by nomination of current iUNRC members or by application that will be open to all the universities in the Belt & Road countries. Both nominees and applicants will be submitted to the Council for its decision.The interested university can fill the Membership Application of the University Network for Research Collaboration, and send the application form in the form of pdf to the public e-mail (iunrc@cqu.edu.cn)
